They’re going to torture Kira to get the information from her and her father tries to get her out of there. Turns out he’s a dissident and this whole plan capitalized on the coincidence that this guy’s daughter looks exactly like Kira, and that she was surgically altered do recon as a Bajoran. The whole plan was to expose this guy as a dissident. But why would this expose him as a dissident? What if he was just a father that didn’t want his daughter tortured?
