The security lady doesn’t like to lock people upo as punishment, instead they erase the violent thoughts from their minds. That ensures that the thoughts wont spread to anyone else. If punishments aren’t about justice on this planet, and rather just about maintaining peace, then why not just let her go back to Voyager and they could fly away forever?
