Kim is in love with a holodeck program, further establishing that he’s basically a more boring version of Geordi. He wants to learn how to control these emotions because they’re really embarrassing.

Neelix and several other crew members are hard at work decorating a holodeck program… I don’t think they understand how the holodeck works. Just tell it to have the decorations, you stupid fools.

After Tuvok sees Kim’s reaction to the holodeck lady and after his complex explanations of everything Kim is going through, he just tells Kim that he probably should stay off the holodeck for a while.

There’s also a nebula, but it’s an episode of Voyager, so you already knew that.

Paris is still a dork

Paris tells Kim that actually the best way to forget about the holodeck lady is to go on with his routine, which means going to the luau where the holodeck lady is. Great advice, Paris

Tuvok goes to the luau and sees the holodeck lady playing his favorite Vulcan game. Weird.

Kim sees what’s goin’ on

Vorik seems to kind of like B’Elanna

Tuvok talks to the holodeck lady for a while. There starts to be shoulder-touching, so Tuvok gets out of there.

The next day Kim finds Tuvok playing the Vulcan game with the holodeck lady and Kim gets really jealous. Tuvok just deletes the program

But then she’s in his quarters!

The holodeck lady takes control of the holodeck, and the nebula starts attacking Voyager. I bet you didn’t think the two would be connected, did you??

They find out that there’s a hidden station keeping the nebula from exploding. The lady who controls it likes to spy on ships that pass by. She made the holodeck lady because she was lonely.

Paris cut himself shaving and everyone just pretends not to notice

Tuvok convinces the lady to not kill everyone and then Kim and Tuvok become buds for the last few seconds of the episode.
