Brannon Braga said about this episode that “We’re not here to provide answers to questions. We’re here to provoke thought about an issue.” He seems to be aware that this is a line writers say, but not familiar about how to actually do that in a story. It should be watched to keep track of the arc they have going with T’Pol and the Vulcans, but it isn’t anything special.

Phlox is going to a medical conference. He asks the Vulcans if he can see their research on a disease. He says it’s for a friend on Denobula and totally not for that secret disease that T’Pol has

These Vulcans see mind melding as really gross. Because of this, they don’t do a lot of research on the disease that mind melding may cause, don’t treat people who have it, and if someone is found to have the disease they lose their job. Remember, the writers aren’t trying to tell us these guys are wrong, they’re just asking questions
