This might be an interesting story telling technique except the premise that this place is inhabited by the same kind of people that were found on earth is far-fetched, and the things he does are weird. For example, it was only because of a flashback that he knew he should take off all his clothes

Janeway decided something exciting needed to happen at the end of the episode so she drives Voyager into a tornado

Chakotay meets what his people called sky spirits…

…They’re aliens that traveled to earth and were impressed by a group of people that respected the land and animals. The sky spirits taught them things, etc., etc..
